Kelvin Chan is an experienced public health professional with expertise in early childhood development, philanthropy, redesigning public systems to address inequities, and improving provider-patient relationships. Accomplished in the use of qualitative and quantitative approaches to address the public health challenges facing marginalized populations, Dr. Chan strives to solve the most complex and pressing issues of our day. As Managing Director of Early Education, he leads the Robin Hood Foundation’s ambitious efforts to optimize birth outcomes, maternal health, and early childhood development to provide the most vulnerable young children and their families an equitable opportunity to realize their fullest potential. Dr. Chan previously managed the foundation’s $50M Fund for Early Learning (FUEL), the largest philanthropic fund in the USA focused exclusively on promoting infant and toddler language, social and emotional competencies, especially for Black and Brown populations living in poverty. He also previously served as Director of Early Childhood Development for New York City’s Department of Health and Mental Hygiene.

Dr. Chan received a Bachelor of Arts in Community Health from Brown University, Master of Public Health and Management from Columbia University, and his Ph.D. in Public Health and Primary Care from Cambridge University. He also holds a Master of Theological Studies in comparative world religions from Harvard.
